all CPSR2 observations should be added to the tar file as one file

Description
Rather than include a directory with all the files in it in the tar file, we want to psradd all CPSR2 observations to a single file, wether scrunching is performed or not.

This psradding should only be performed when a download is requested, but it should always appear through the web interface to be one file.
If a CPSR2 data file is requested for download, I'll create a file with the name of the directory, and an extension .cfb in the data_archive directory and psradd all the individual archive files into this one. Then, if scrunching is required, I'll perform the scrunching from that file and produce files with the appropriate f5t2p type extensions added.
