www-data cannot see /pulsar

Description
It would be good to have the /pulsar disk visible for www-data, so that the pulsar software can be run.
This is necessary because we would like to be able to run "psrcat" from the php file, to obtain RA and DEC positions for a given pulsar name (so that survey files can be searched for a given pulsar).
