mfboot doesn't fix spectral index

Description
When using mfcal on a bandpass cal with unknown spectral index and mfboot on a planet, the spectral slope across the 2 GHz band comes out wrong.
We could use the mfboot planet calibration to determine both the fluxscale and the spectral slope and fix both the gain table and the bandpass table.

The CABB version of mfboot now determines a spectral index correction from planet (or calibrator) flux and applies it to the bandpass table. Initial tests look ok. Will move to mainline after more user testing.
