Need to autoset receiver polarisation

Description
ASAP needs a better method for guessing the receiver polarisation. The rpfits file never has polarisation set correctly.
A suggestion is that for each observatory have a default polarisation, then a list of frequency ranges when the polarisation is different. E.g for Parkes
Default: Linear 5.5-7.5 GHz Circular
