polarizations are not averaged correctly together -- currently, they include temporal average by default.

ASAP averages scantable over time whenever averaging by polarizations (scantable.average_pol) However, the concept of pol average is completely independent from time averaging. It is confusing to get spectra time average when pol averaging. The ticket aims to provide a way to average polarization without averaging in time.
