Description
When the x-axis is plotted in 'km/s' in the current asapplotter, it plots the 0 km/s velocity at the rest frequency. This should take into account the source LSR velocity (using the SRCVELOCITY in scantable).

After discussion with NRO staffs, it is concluded that it's desirable to handle this at data import.
NRO filler used to convert frequency recorded in raw data (in TOPO) to REST when the data is imported. However, this behavior confuses casacore because it doesn't support frequency conversion from and to REST.
CASA-SD develoepers and NRO has agreed with modifying NRO filler so that it is possible to import NRO data in the frame defined as VREF in data header. The frame, VREF, indecates the freqency frame in which the source velocity is measured.
Takeshi has already implemented the planned capability and there is no additional request for plotter.
