query form loses years below previously selected range

Description
If you use the query form to perform a query where you select a range of years, then return to the query form, the pulldown list for year will begin at the year range you previously selected.
eg
select from 2000 to 2008 perform the query create a new query you will not be able to select 1999 or below.
