xmtv24 - use xmtv in a 24-bit X display

It is possible to use a VNC X server to set up a window containing an 8-bit X visual that can be viewed on a 24-bit X display.
However setting this up is a little tricky; a shell script provided with miriad might make this easier for most users.

Added a version that worked ok on linux (ia32) at Narrabri to spec/xmtv
Added an 'xmtv24' target to the spec/xmtv/GNUmakefile
.
Testing at Marsfield immediately found a few issues.
- If the
vncserver
program is the 'tightvnc' flavour it does not support the-startup
commandline option. To get the session to start one must provide a$HOME/.vncrc
config file that points to the startup file. - The 'tightvnc' flavour complains if the
.vnc/passwd
file is a symbolic link, but 'xvnc4viewer' does not have the-passwd
commandline option. - The 'xtightvncviewer' has the
-owncmap
option, while 'xvnc4viewer' does not.
These were addressed in revision 1.5.

Do we need this functionality anymore, or does PGFLAG do away with the need for xmtv?

Please set up said VNC server and provide an initial version of the shell script. I will review and install it.
