Description
We were planning to merge this wiki with atsoftware. That no longer seems appropriate but the reasons are not written down at present.
They need to be written down briefly so we don't flip-flop on the organization.

We decided that we wanted to ensure that access to pages for public packages remains easy for users of those packages. Some means of mitigating the navigation difficulties of a unified system were discussed, but on balance we decided in favour of keeping it simple for the users.
