Write out some succinct measures by which we will know we're "done". This is more difficult than it sounds. You need to put the measure in numerical terms or a list of "yes/no features" - describe it in terms so that you can ask the question: does it do X yet? as "yes" or "no".

After the plan is laid out, work out the costs - for us it's mainly manpower and travel. Other projects may have capital costs as well.

These have to be computed on a quarterly basis so leave lots of time to do this calculation; you will need help from Finance.

Once we know what we have to do, set up the sequence of events and decide where the milestones are - points where there is a visibly completed piece of work.
