function stokesLength() -> nStokes()

getStokesSpectrumLabel and getCircularSpectrumLabel combined into

getPolarizationLabel

getCircularSpectrum -> stokesToPolSpectrum

This is a more consistent set. Move some functionality to SDPolUtil
