ASAP Online monitor

The monitor is a python cgi script using TAL fro html templating.

The default locations are:

/var/www/asapmon - for templates
/opt/lib/cgi-bin/asapmon - for the cgi scripts

The sys environment has to be configured by editing "asapconfig.py".
The observatory specific file in terms of data is in "obsconfig.py".
