SYNTAX:		"procrange yyddd-hhmm yyddd-hhmm"

DESCRIPTION:

Sets the range of procdates outside which data will be rejected by
various filter-applying action commands (edit inputs, read).
Typing "procrange" without arguments removes any restriction on the
procdate range.
