SYNTAX:		"bsnrmin 20"

DESCRIPTION:

Sets the minimum bispectral snr in triangle records which will pass 
the filters applied in edit inputs, read, and plot.  Typing 
"bsnrmin" without arguments removes any lower bound on bsnr.
