Changed the Display function so that we still get the header and footers displayed even if we end up with an exception to display. Added code to use a NavControlsForm?,
but commented out as this doesn't seem appropriate with the links appearing at the top of the page above the heading, it would still be good to have a single navigation
controls object, but need to sort out how to use it. This might be best left out until/if I impelement template inclusion.
